When a lost pet arrives at a shelter, a legal hold period begins. It is the window in which the shelter must try to find the owner before the animal becomes shelter property — eligible for adoption, transfer, or, in an overcrowded facility, euthanasia. That window is set by state law, and it is shorter than most people assume. In fifteen states there is no legal minimum at all. Where a minimum exists it can be as short as 48 hours. Seventy-two hours is common.

A pet that arrives with no way to reach its owner is running down that clock from the moment it walks in the door.
